I hate using this source but it's one of the better articles on ethics and staffing in Georgia.
Yes, our Ethics Commission has never been equal to the task of suppressing or punishing politicians who have an "I'm above the law" ego.
I filed a complaint there. It was dismissed. The rejection happened so quickly, I doubt the contents were read.

Corruption in Georgia Government
A few years ago, I accused our 2nd Lt. Governor Cagle of misleading investors in Southern Heritage Bank by telling them and the SEC that he was a business consultant. He and his agent invented a fake business consulting company. It never had a phone number, phone listing. The Sec. of State deleted the corporation listing when no activity occurred other than the initial filing. I've confirmed details through the FED and the prospectus for Southern Heritage Bank. Since most of the investors were from Hall County and most likely had a personal relationship with then Senator Cagle, they knew his 'business' was a bridal shop.
That is a public record as I filed the complaint with our No Ethics in Government Commission. My complaint was immediately dismissed. A Cagle spokesmodel said something about it involving an old company owned by Cagle.
Yeah, yeah, yeah. An old company that issued a million shares of stock but never existed.
Now that the former Virginia Governor is under investigation, stories are coming out about corruption in all states.
Of all 50 states, Georgia ranks 50th for integrity or whatever name is used for Good Ethics Enforcement.
